Recruits underwent months of grueling exercises and cooperative drills to forge comradery and loyalty, as well as strategic prowess within the legion. While the initial cadre of the legion consisted of the nine Hold Guards, now conscripted into legion service, as well as a few capable legionnaires from the Fourth Legion, many of the early recruits were criminals, such as bandits, who sought pardons for their crimes in exchange for their service. Due to its inception relatively near to the beginning of the Second Great War and its desperate need for troops, the 23rd Imperial Legion's selection and enlistment standards for recruits was never strict.
